New attempt to deal with spam in the comments
YouTube has announced that it will start warning users who spam comments, and will remove those comments as part of its updated terms of service. The move comes after many complaints from major content creators on the platform about spam content on YouTube and the company hopes that this move will reduce the volume of spam.
If the user continues to post comments that violate the platform’s terms of spam, YouTube will block them from posting comments for 24 hours.
Our research has shown that these warnings and temporary comment bans reduce the likelihood that users will violate the terms again.

For now YouTube’s new strategy is about comments in English, but it will come to other languages soon. The company also improved the spam detection algorithm in comments, as well as the detection of bots in livestreams.
