Android 13 is coming to Windows 11  

The first major upgrade to the Windows subsystem

The first stable Windows subsystem for Android based on Android 12 became available to Windows 11 users this fall, supporting Android apps that run natively rather than using a simulator. Now, the first major upgrade to Android 13 is in the works. Microsoft has quietly released a beta version that promises in addition to all the features of Android 13, 50% faster boot on PCs with SSDs, mouse handling improvements, clipboard stability, app resizing improvements, media opening improvements files in Windows and shortcuts for applications that support it.

Currently only Windows Insiders can run the stable WSA (Windows Subsystem for Android) version, while you must be a WSA Preview member to run the Android 13 beta. Microsoft has not revealed when Android 13 WSA will reach the average user, but since the beta just started, it will probably be several weeks.
